Zachary Rice is a Principal Consultant with TPMA and a nationally recognized expert in economic development, infrastructure policy, and community investment. With more than 25 years of experience spanning telecommunications, government affairs, and global economic strategy, he has led complex initiatives that connect large-scale infrastructure projects with long-term regional growth.

His background includes representing a national telecommunications trade association, helping establish industry self-regulatory standards, and supporting Invest in the Dominican Republic as it became the Caribbean’s Network Access Point for fiber connectivity—work that contributed to the creation of more than 30,000 jobs.
